Hypochaeris radicata (or Hypochaeris glabra)
It is very difficult to distinguish between these two species, and there are hybrids between both species. Regardless, they are both considered environmental weeds in Australia. Very pretty flowers though. A third contender is possibly the Dandelion (Taraxacum officinale), although my image searches lead me to think this is not the case.
Common in urban and rural areas.
