This nest in the sand with pebbles and shells.I photographed on the coast of aegean Sea in Beach in Stavros in Greece.

The Charadriis plovers seem to be your best bet. The Kentish Plover lines the bottom of its open nest scrape with shells to keep the eggs from sinking.
