Description:

Large bird of prey, with pale belly brown wings, light brown head, and black tipped yellow bill.

Habitat:

Very large meadow on whidbey island, as you may notice in the last picture.

Just from the perspective of the second photo, you don't see it in the first photo. Doesn't mean anything towards identification purposes.

I just noticed that it had an eye-stripe, like a falcon. what do you make of that?
