I found a couple of these feeding on the leaves. They were both on the leaf's edge like this. Tribe Nematini - 6 pairs of abdominal prolegs

I can tell you that these are Sawfly larva. They can be very difficult to identify as larvae and I don't have a good reference for Alaska. At least this can give you a place to start. http://bugguide.net/node/view/112/bgpage...
