Vespid Wasp with a Pest Problem

Description:

This poor wasp was having a terrible time with something attached to it's leg. It had a hard time flying and walking. When if finally got it off, it looked to be some kind of another smaller wasp, maybe a Scoliid?

Habitat:

Forest of the Sumidero Canyon National Park, Chiapas, Mexico.
