The beak is cardinal. Young birds and females have greyish feathers. I don't see "blue" although I do see a blue-grey down, which is typical. I cannot htink of any escaped exotic that it could be. The bird looks as if it got wet, which changes the character of the feathers
Interesting. Certainly the right locale to be a cardinal. They are very common there, but have never seen one with blue feathers. Did a search and couldn't find any cardinal fledgling pics that looked similar. Definitely no expert. Could be for all I know.

That bird had a rough day. I'd also go with Cardinal fledgling. They look a hot mess while fledging.

I think it may be an escaped exoctic bird!
