Phalacrocorax penicillatus
These Brandt's Cormorants are in breeding plumage with the visible white feather tufts on the side of their heads and on their backs. They are also acquiring the bright blue skin pouch under their chins.
A large cormorant of the Pacific Coast, the Brandt's Cormorant is found only in marine environments.
The smaller cormorant on the left in the shot with three birds is a Pelagic Cormorant. The bird is smaller with a very slim bill. The bare skin on the face is red.
