Hi Mark
Definitely chalcidoid wasp - in the family Chalcididae. Note the swollen hind legs which are characteristic of this family (although a few things in other families have them as well). This is in the subfamily Haltichellinae - can't tell much more than that without being able to see a few other characters.
This would be a parasitoid of some other insect.
