Absolutely lovely female Stagmomantis species. Carolina Mantis doesn't occur in California but two species from the genus Stagmomantis do!

S. limbata apparently has a blue uppper lip.
There is also some difference in size but I think you will have needed to see the two species together for a frame of reference.
