Your right it is a young one horns are not developed. Those are two different buffalos.

No they have not been cut. The angle of the picture gives not a good vieuw of the horns.

It appears as though this is a juvenile and its horns are still undeveloped. I don't think I'd rush to say they have been cut off.

Sadly, as more species go extinct in the wild, zoos are becoming a last refuge for many plants and animals and it’s important to highlight those efforts and bring awareness to those species.
