This wasp was gathering fibers from a dead plant stems, to mix with saliva, and use to construct its water-resistant nest made of a gray or brown papery material.

Habitat:

Riparian meadow.

Thanks for the info. I've been wondering why our wasps kept crunching on sticks and stems like that.
