Originally I thought this to be a 12-spotted female skimmer but am pretty sure this is a Common Whitetail female.

@raulalsc : gatorfellows helped ID this;
also:Females and immature males have the twelve brown wing spots but not the white spots. Their abdomens are brown with a yellow stripe along each side.

Your instinct was right; I agree that it is a 12 spot and sent you a suggestion with reference so you can compare the wing patterns, tail markings and eye color,
