No because this is dark purple with stripes. Rugosa roses grow wild here but they are always pink so it can't be that.

Yes I know it's a very dark purple. Not only that the rose must be very hardy to survive the heat in Summer and snow in Winter so overall whatever species it's a great one I might make cuttings and put in my own garden. :)
