Pallas's gull

Larus ichthyaetus

Description:

A white bird with brown streaked feathers. It has lovely serene black eyes and a black beak.

Habitat:

Found it flying above the water on the Arabian sea just off Mumbai port.

Pallas's Gull has a mainly yellow bill with black near the tip and yellowish legs in all plumages. I see all-black bill and pinkish legs here which rules it out straight away.

Bhawnavij, The ID suggestions are just suggestions. You can leave your organism as unidentified until you have an ID suggestion with which you agree. :-) This bird is not a mature adult, so it may be a bit more difficult to identify.
