Vanellus resplendens
Saw him near Cusco in Peru at about 3500m. It stands about 40cm tall; head and neck are light grey extending over the breast, a narrow white band separates the light grey neck from the darker wings; underside is white and eyes, legs, and the 1st half of the beak are red. It was chasing and picking insects off the grass.

It's probablya leucistic southern lapwing
