Spotting

Description:

To me it appears to be a cypress, particularly a pond cypress; however, i have no dichotomous key or field guide. would anyone else have any clue of the spp or at least family?? my neighbor claims it to be a japanese or chinese pine. i disagree w pine, but perhaps some other conifer. please enlighten!

Habitat:

in uptown Dallas, TX, between a street and sidewalk in the city.

Notes:

it has drooped like it is due to frozen rain. i think its nonnative but uncertain.
