Small leaves. Has no noticeable smell. Leaves have dull points like fingers instead of one curved edge.

Russian Sage? You said no smell, but the leaf description sounds right. Try crushing the leaves, sage is quite a nice spicy-sweet smell. Some say like Irish Spring soap.
