Hi and welcome to Project Noah, Todd. You actually have 3 different snakes in this spotting and only one is the garter snake (third image). If you would take a moment to edit this, you can delete the other 3 photos, which are Midland brown snakes (Storeria dekayi). The snake in the first two photos is a juvenile, and the one in the last photo is an adult. Once you clear out those images, you can upload them in to 2 other separate spottings.
