Ropalidia cf. brevita
Ropalidia is a large genus of eusocial paper wasps in the tribe Ropalidiini distributed throughout the Afrotropical, Indomalayan and Australasian biogeographical regions. The genus Ropalidia is unique because it contains both independent and swarm-founding species. Ropalidia romandi is one of the swarm founding species, meaning that new nests are founded by a large group of workers with a smaller number of inseminated females (egg-laying queens), while Ropalidia revolutionalis is independent-founding, meaning that each nest is founded by a single queen.

I could not remove the s but, I typed the address without the s and it worked! Thank you Sukanya :-)
Try taking the s out of the htpps in the address bar. Then press enter and wait for the page to refresh...let me know if it worked!
Thank you for the ID, Doc! Unfortunately, I cannot edit the spotting to show the correct ID. I tried it several times in the past and even 3-4 times today. I am not sure what has gone wrong. Updated the ID on Flickr though :-)
Vespidae, Polistinae, Ropalidini, Ropalidia sp. and I think it might be Ropalidia brevita. Please, verify!
Ropalidia brevita is the right one, #31:

One of the authors in the links write most of the time of Ropalidia marginata, which I think looks different to his and yours:
