Description:

I believe this is a scale based on how it wraps around the twig. It has been eaten by something. Originally I thought this was a gall with the babies breaking out. I welcome discussion on this one!

Habitat:

Oak tree twig in riparian area surrounded by chaparral. Last image shows part of it to help ID the tree.

Thank you Mark. There are just so many different types of scales. The most common I see here are Soft Scales - Coccidae.

I agree it certainly looks wrapped on instead of grown out. Maybe scale attacked by ?wasps?
