You are right J about the article. Carpenter does seem to refer to the park or area where the pics were taken. I do think that the picture in the article that Elizabeth suggested is right on, though. The article the picture is refered to as a Spreadwing. I believe this is a male Sweetflag; my other choice for NY was Slender, but the male of that species should have a much longer looking abdomen compare to the wings, I think.

Awesome! Thanks Elizabeth! I think they were referring to the location of the Carpenter reserve, though! Do you know what species it could be? Thanks again?

It looks like a carpenter Dragonfly, but puts it's wings together on landing, like a Damselfly. Here is a link to a blog with a picture of a dragonfly like yours - blue eyes and white tail (fist image at top of blog):
