So, I should put it back on the ground? I can keep the pen around it. Which is quite large, it is a wire panel fence that clips together. I will try to keep the puppy up but with kids and doors it is unreliable :/

It looks to me to be a fledgling, which probably was hopping around trying to fly. The parents leave them at this point to sort of "wean" the babies from the parents, and to make them more independent. The parents are probably looking for the baby now. I would restrain your puppy, and let the bird hop around, preferably where it was found, and then see if the parents come back after a few hours or so.

This just happened. We looked him over and determined he is not injured ( as best as we can tell) we could not find the nest he came from so I place him in a gourd bird house and put up a puppy pen under. This should keep the puppy away if the bird falls out. We read that the parents will try to find them. Nothing happening yet... Beyond this I am not sure what to do.
