Could be Tyto tenebricosa race multipunctata (Lesser Sooty Owl), which apparently occurs in NE Queensland.

Captive or wild? It does look like a Sooty owl (Tyto tenebricosa), but they're not found as far north as Cairns. Thanks in advance for providing information with your spottings, and adjusting the location where necessary.
