Looks like cottony cushion scale, Icerya purchasihttp://en.wikipedia.org/wiki/Icerya_purc...If it isn't this, it is pretty closely related.Cottony Cushion Scale almost destroyed the citrus industry in California back in the late 1800's, and its control by a beetle and a fly from Australia was one of the most famous of all biological control cases and the beginning of modern biological control.
