Tettigonidae/Katydids or Bush Crickets, not a grasshopper. Note the very long antennae. Grasshopper "always" have shorter antennae. Might be Neduba sierrensis, Sierra shieldbug katydid, but identification of Neduba sp. is very tricky. Oregon would fit for Neduba sierrensis.
