Very small larva of some sort, looks similar to twenty spotted lady beetle larva.
Habitat:
(WSC) Webb schools of California
Notes:
Approximate size: 1/3 - 1/4 inch.

I don't know much about other Neuroptera or their larva, so I'd wait for someone who knows more to ID
