The speckled belly band makes it a Red-tailed Hawk. Rough-legged Hawks have all-dark bellies or dark chests. Dark crown also suggests Red-tailed.
Rough-legged are true to their name and have feathering all down their legs instead of just the tibia.
It's unlikely you would find a Roughie in MD in early Oct. They usually show up late Oct or early Nov.
