It is definitely a puffer fish as ForestDragon has said, but I am not sure of the species either. They are one of the common fishes that are washed ashore in Kerala beaches. I have also seen puffer fishes in beaches in Trivandrum, Kerala.

This looks like a spiny Puffer fish. They are sometimes called Porcupinefish. I am not sure which species it is though.
Try looking at Diodon holacanthus. I am not sure if it's the same species but it is similar.
