Also, I forgot to mention if the cinnamon colored wing bars are missing and it is just blue with black it could be an Indigo Bunting. Which may seem more likely given your location.

Thank you for response. I know picture bad but best I could do.

But wouldn't be able to tell for sure. If you can recall a silver beak and cinnamon colored wing bars I would guess that it is a blue grosbeak.

Could be a Blue Grosbeak.
