Description:

Seems like a caterpillar. It has legs and can hang from its own string. It pokes its head out of an oblong shell-like covering from both sides and uses its body (black on top with tan underside) to drag itself like an inchworm with a weight on the back.

This looks like a bagworm moth caterpillar. The larva of these moths build these little, often elaborate bags that they live in before pupating. I am not sure which species this is but here is a link to the Bug Guide page for the Family Psychidae: http://bugguide.net/node/view/122
