Is it actually a sticky trap to prevent snakes and the likes to enter a home? I hope you get it loose and that everyone stay safe :) Though it's a good and interesting spotting :)
If the snake is still alive and on the sticky trap, here's what to do: Get some sort of edible cooking oil (I usually use vegetable oil) and pour it over the snake, being careful to avoid the head. Without knowing what the snake is, you should never get close enough to be bit. The oil will degrade the sticky substance, and the snake will be able to start wiggling free. You can help start out the process by gently moving it's back half around to help the sticky stuff break down faster, then it should be able to wiggle enough to get its whole body off. Just be careful with too much oil around the face as it can drown them.
Though poking it and trying to drag it out could make it aggressive enough to attack, try to handle it with care and use thick gloves, trench boots and long sticks, show the sticks under the snake and carefully lift it out. Gripping it with your hands will scare them and most likely make it bite.
I'm sorry, but I can't find out anything about this species, you should always presume that it is venomous. I hope someone else have higher competance than me when it comes to identification and how to handle it properly.
