Nope its not cingulatus but thanks! I was able to ask an entomologist. Apparently its a poecillus.

I believe these are Red cotton stainer (Dysdercus cingulatus). I'm not 100 percent on that. It does have the white-collar but the black dots are not consistent with other pics I've seen. Anyway, that's a start.
