Great Plains Narrowmouth Toad - Gastrophryne olivacea is the most likely species for your area.
It looks like a narrow-mouthed toad tadpole to me.
could be a treefrog or toad tadpole
Actually, my biology teacher gave it to me. She found it in a very shallow pond with lots of plants and Protozoa.
Some more information would be very helpful...especially where you found it and a description of the habitat.
