Unknown Spotting

Description:

This small insect, was resting on a concrete wall, on the outside of my house. It was one sixteenth of an inch wide, and five sixteenth of an inch long. It had six legs, and two, black compound eyes. It had a Golden ring, on the outside of both compound eyes. It had a head, thorax, and an abdomen. It had two transparent wings, with lots of veins. The thorax, was a medium black color. The top side of the abdomen, and other parts of the abdomen, had some glossy, Golden color to it. This insect was alive, and able to fly. This insect, might be some type of fly?
