The underwing markings seem off for a Calfornia Condor. But this was a very large bird.
That range has moved far north. We are in the second year of documented overwintering Turkey Vultures in the lower third of the Oregon Coast!
Check out the photo on Wikipedia for a flying shot that's spot on. This guy must be right on the north edge of the year round resident range.
