Psychidae or Bagworm Moth, Oiketicini. Could be Oiketicus sp. and the famous pest Oiketicus kirbyi, but I am not 100% sure about the species.

It is not clear if this is really the caterpillar, in my eyes this looks more like being the adult wingless/flightless female, which lay the eggs in the bag and afterwards drop down to die.
