Description:

It was black, plainly segmented, and had a dark patterns and veins on its wings. It was on the door of a car turning in circles and slowly moving its wings.

I agree with Argy. It does look like a Boatman Fly, Pogonortalis doclea.

Looks like a boatman fly ... and if it was moving it's wings that's even more likely.
