Tachinid fly

Description:

About ten flies were very interested to perch on the bark of this tree. They flew away when disturbed and quickly returned. They were all 'looking down'

Habitat:

Tree trunk. Suburban park.

Notes:

They were all looking down and may be the 'down looking fly, snipe fly, Rhagionidae.

I strongly suspect Tachinidae as well.
