Reddish brown at the center fading to yellow

Habitat:

On a submerged rock in a tide pool. Pond cove on the coast of Cape Elizabeth

Notes:

I don't think those little white things are part of the organism, but I would also like to know what those are if possible as well.

No idea, my first thought was lichen but under water? I guess it is some kind of algae.
