I am certain it is some kind of bagworm moth, but my research has led to some confusion. Is this a plaster bagworm ( Phereoeca uterella )

You might be right about Phereoeca uterella. At the very least I think you could leave it at Phereoeca sp. True bagworms are in the Psychidae family, but these are sometimes called bagworms too.
