Definitely a Bradnt's. Double-crested are orange on the bill, not the throat (also, the color on this bird is not orange).

Also the orange callr you're see in is the tan I brlieve. Brandt's only have that blue throat when they are in peek breeding plumage and even then it is hard to see. This bird is in non-breeding plumage.

Yeah it's a Brandt's note the tan coloring near the base of the bill (unique with Brandt's) and the lack of any yeally/orange facial skin. I don't believe having brown coloring on the chest is a field mark but I could be wrong.

Also the chest seems brown and Brant's are black all over

are you sure? Looks more like a Double-crested with the orange. Brant's are blue
