Bayucca, i understand that Fulgoridae family is the larger form of the hoppers. The one posted would easily hide 1 and a half segment of your index finger. It sits on a tree trunk as cicada does. Hoppers usually linger on branch tips and easily hides to the flip side should it detects danger.

I think this is a Fulgoridae, Fulgorid Planthopper not a cicada.
