I am not sure of the range of sizes in Eumeninae but I was looking at body shape and coloration/patterning. I wish I could help more but I have no good references for insects in your area. :(
Ok, it is also pretty small, I was always encountering much bigger potter wasps, this is smaller than a bee.
Wasp I would say. Possibly Subfamily Eumeninae (potter and mason wasps).
