The smaller bird in the photo is probably a Cooper's Hawk. The two raptors were interacting in flight.

I thought the smaller one was a cooper's hawk, but wasn't positive. Thanks for explaining the Red-tailed Hawk's ID.
Cooper's Hawk (Accipiter cooperii) and Red-tailed Hawk (Buteo jamaicensis). Dark patagial markings make the larger bird a Red-tailed, wing shape suggests Cooper's for the smaller bird.
