I am thinking Parry's milkvetch (Astragalus parryi); however, everything I've read says that it is restricted to the eastern side of the Continental Divide. This was found on the western slope. http://www.easterncoloradowildflowers.co...

I'm not 100% sure but my guess is that this is woolypod milkvetch.
