Synoeca cyanea
Bright blue wings and body, short antenna. Found in groups for nest.
Found in a xerophile environment, this one particularly windy, building their hive over a tree (Melicoccus bijugatus, known as guinep in the USA or mamón in South America).
Vespidae, Polistinae, Epiponini, Synoeca sp. and looks like being Synoeca cf. cyanea.
