It is differentiated from I. prismatica, which is also found on Staten Island, by the width of its leaves.
Yes, that sure looks like a Blue Flag Iris. I also see them in Texas so their range is pretty extensive.
Also, I was wondering if anyone could check the current ID against Iris versicolor, Blue Flag Iris.
That's a shame, Larry since I thought they had pretty blue hues in person. Not an issue, though!

Hmm, Ali, I can't find any info on the Kumoan iris online. Kind of strange! So, I take it this species was introduced to the US?
