That beautiful little insect looks like a Sawfly, a type of wasp. The color and shape reminds me somewhat of Genus Nematus (Willow Sawflies) but yours is hanging out on a Maple, from the looks of it. Sawflies seem to be a difficult bunch to ID but here is a link:
