It's a ft long Tanisha to grey has three toes on each front limb and the hills are exposed. It's an amphibian and the mouth is almost like a box shape and the eyes are black and very small.

We'll I did more research and I do remember seeing 4 toes. Thank you Ashley for your help
Well you say it has 3 toes, but sirens have 4. And you can't tell the difference in Lesser and Greater Sirens just by a picture like this, you have to count the number of costal grooves on the side. Both are in range for you. May could just leave it as Siren sp? Siren is the Genus.

Ok so I'm having a hard time seeing the salamander with the glare, but it does not have back legs, correct? And are you sure there were three toes on the front limbs? Of the 3 options this could be, one only has two toes, back feet, and no exposed gills so it isn't that one. The other two have no back legs and each leg has four toes. These are the Greater and Lesser Sirens, and the way to tell them apart is to count the costal grooves on the sides.
