I recognized this as a batfish and then looked up Ogcocephalidae. It made me feel good that they matched up. :-)

It is a bat fish, family Ogcocephalidae, yes. It is not possible to see the fish's head, but it could be Ogcocephalus vespertilio (which can be found in your area).
